CESIS OPC Pvt. Ltd. is an entity promoted in 2018 under Companies Act-2013 by passionate entrepreneur-trainer-motivator Diwakar Keskar who holds an experience of more than 3 decades in entrepreneurship, vocational, skill development and implementation of innovative projects sponsored by different central and state departments and corporations and autonomous agencies . The Founder-Director is well versed with the documentation, drafting and pre-sanction procedures adopted by different sponsors at state and national level. The promoter has planned, implemented and evaluated multiple projects across domain areas funded by different national/state agencies and United Nations and European Union entities. The Founder-Director to his credit built the capacities of more than 2 lakhs potential entrepreneurs from unemployed youth, SHG members, rural artisans, women and science and technology background aspiring youth to start entrepreneurial career.

The principle of demographic dividend in India with 65% population in the age group of 15-64 in the income earning bracket has compelled policy makers in skill training and entrepreneurship development to launch flagship projects like Mission Skill India. The formation of independent Ministry of Skill Development and Entrepreneurship at Central level. There are 20 different central ministries and around 50 corporations and autonomous agencies who sponsor various interventions for employment generation. Entrepreneurship and Skill Development Policy-2015, Start Up and Stand up India program with foundation of Make in India flagship program all have objective of promoting rapid economic growth and generate the jobs. There are sponsorships available to impart skill, entrepreneurship training with amount per candidate ranging from as low as Rs.1000/ to Rs.70000/ for different target groups. Each sponsoring entity public or corporate has specific target group and defined procedure to avail funding with outcome based disbursement of grants. NGOs, educational institutions, higher technical education institutions, R & D centres , business incubators etc. have huge potential to enter in this field and contribute for generating jobs through entrepreneurship and skill interventions.

The Founder-Director of this institute has long experience of 31 years in skill, vocational education and entrepreneurship development. In the capacity of accredited trainer motivator of national resource centre in entrepreneurship having planned and executed state wide programs for employment creation he is associated with multiple educational institutes , NGOs and Govt. organizations and departments with mandate of socio-economic empowerment of underprivileged classes at the bottom of economic pyramid. The promoter has planned, implemented and evaluated multiple projects in the domain of livelihood, skill, entrepreneurship development and innovation in the course of last more than 3 decades. The pre-sanction processes of different sponsors and post sanction endeavors of project implementing agencies in designing operational modalities are well envisaged by the promoter. The passion is to establish a scalable business model which will be founded on strong work ethics and concern for last mile person involved in any capacity from stakeholder group.

- To guide and build capacities of all stakeholders in the domain of entrepreneurship, skill, innovation and incubation and establish institutional mechanism for the same.
- Building strong national level network of institutions and expert individuals with concept of empanelment and willingness to exchange information and knowledge for benefit of society.
- Implementation of project sub-components in entrepreneurship, skill and incubation services and creating conducive environment for project execution. Guiding and Mentoring all those who are in search of income generation and linking them with Govt. /CSR aided capacity building interventions.
- Formulating strategy to popularize central and state interventions in skill, entrepreneurship and facilitate the mobilization and selection of right candidate doe right training thereby yielding results.
- In all these domains develop repository of information, knowledge, collaborators for all stakeholders on priority.
- Developing institutional systems for executing all projects related to skill training and entrepreneurship development at academic institutes , livelihood promotion and innovative projects initiated by start up entrepreneurs.
Methodology

CESIS OPC Pvt. Ltd. being a one person company has Portal Empanelment Policy for institutional and individual category of experts having strong domain areas of Entrepreneurship Development, Skill Training, Incubation Services and all sorts of Innovative Projects which address national challenges for the population at the bottom of economic pyramid. The institute will also work for livelihood projects targeted for SHGs and other target groups. The Institute charges for getting empaneled in appropriate category and off-load the projects for execution with the help of this network on pay-per-use basis. The policy and operational modalities are available on website. The Institute guides, mentors and builds resource mobilization for NGOs, Educational Institutes, Govt. Entities and individual entrepreneurs who wish to expand. Apart from annual empanelment charges professional fees based on the requirement of services of experts deployed by the Institute shall be applicable.
The Institute proposes to build network of expert professionals in the field of skill training and entrepreneurship development, self-employment promotion and innovative projects initiated under start-up program by potential entrepreneurs.

CESIS is empaneled with Tribal Research and Training Institute working under the aegis of Tribal Development Department Govt. of Maharashtra. The institute proposes to execute some projects in the sub-component categories like Information, Education and Communication (IEC), capacity building of stakeholders , skill gaps and opportunity mapping database activities for Entrepreneurship and Skill Development Projects (ESDP) being implemented by different Central/State Departments and corporations under Entrepreneurship and Skill Development Policy-2015 and Mission Skill India project targeting 500 million youth across the nation by 2022. The Institute is also mobilizing professional experts and national and state level resource centres to develop Guidelines, Standard Operating Procedures (SOPs) for ESDP intervention by different entities in public and corporate sector to ensure optimum utilization of resources and delivery of the outcomes in time bound manner.
The Institute is now engaged in advising the management of Sahityaratna Lokshahir Annabhau Sathe Development Corporation for implementing entrepreneurship and skill training programs all over Maharashtra. This corporation is working under Department of Social Justice and Special Assistance Govt. of Maharashtra. The institutions in development sector eager to avail services need to study the empanelment policy and get registered as per procedure and all expert professionals in individual categories from domain of entrepreneurship, livelihood, skill development, innovation and incubation can also get associated for expanding professional network.
