Introduction

Introduction:

India is now regarded as country of youth having 65 % population in the working age and is expected to reap the demographic dividends in the next two decades. There have been plethora of national and state level institutions to support youth in enhancement of employability skills, self-employment and entrepreneurship primarily aimed at reducing the job burden of Govt.

Recently the formation of Ministry of Skill and Entrepreneurship Development by Union Govt. and bringing under the same all national level entrepreneurship and skill development organizations with adequate funding support has opened ample opportunities for those in development sector and particularly in capacity development either through hard skills or entrepreneurial and soft skill promotion.

NGOs in this field / Start Up entrepreneurs of social sector usually do not find time for documentation required for recognition which is prerequisite for any funding support. Even day to day liaising, reporting progress to sponsors, follow terms and conditions mentioned in the scheme document and recover the sponsored amount becomes herculean task for many NGOs & entrepreneurs in this sector. Many a times even if funding support directly is not available the organizations need recognition, empanelment as Partner Institute for launching demand based courses in different fields.

Background:

The Founder - Director of CESIS, is a first generation entrepreneur having invested more than 3 decades in grass root execution, monitoring, evaluation and resource mobilization for entrepreneurial, skill and vocational interventions implemented by various educational , autonomous Government entities and sponsored by State, National and International funding agencies.

He is an accredited Trainer-Motivator from national resource center Entrepreneurship Development Institute of India (EDII) Ahmedabad and has worked with Government, premier educational institutes, NGOs and MSME sector intensively.

While in Govt. service he has actively participated in different national level flagship programs and is a pioneer in implementing empanelment projects of service providers in watershed, clean drinking water and women empowerment (to name a few). This has created different category of self- employers having fixed income and participating in socio economic projects of the Govt. for the benefit of society. The exercises like opportunity mapping in livelihoods, self- employment and entrepreneurship for absorbing trained youth have also been completed by the Founder - Director. The Founder-Director has been associated with premier Educational Institutes, Science and Technology Organizations and Govt. depts. and corporations in the capacity of Faculty, Advisor and Entrepreneur-Trainer and is well versed with procedures and systems for securing funding to sustain organizations in Entrepreneurship and Skill Development (ESD) area.

1. Identification of funding source, writing proposal, visiting organizations for interactions and making presentations 1% of cost of proposal or Rs. 40,000 whichever is more. In case proposal contains financial estimations, details of execution, charges would  be Rs. 75,000/  Travel within India, stay, local conveyance, communication and other resources required if any are extra.
2. Submission of application for Partner Institute, empanelment with Govt. agencies including documentation etc. Rs. 25,000 per Institute or Rs 1 Lakh for   5 (NIESBUD, NIMSME, EDII, NSIC, MSME DI) All are national level category I organizations. The institutes under DST Govt. of India, State Industries and ESD Dept. etc. can also be considered.   As this requires discussions the empanelment with CESIS is mandatory the terms and conditions of the same are separately given.
3. Registrations as NGOs and drafting documents like MoA, AoA etc.(In entrepreneurship, skill and job generation field) Rs 50,000 per registration This includes legal and Govt. official charges as well as legal vetting expenses.
4. Preparation and submission of training proposals in Entrepreneurship, skill and vocational projects or capacity development sector.(Lead Generation) 10% of work order amount or Rs 15,000 whichever is more The task includes presentations at sponsors location, conducting TNA, aligning modules etc. (Expenses towards facilitation for issuance of work order not considered) Entrepreneurs himself will deal with such incidents.
5. Devising delivery mechanism including manpower planning, financial budgeting, project orientation and deployment for implementation. 3% of total project  cost or 5% of charges received by outsourced agency Project orientation for half day with all logistics support from client. MIS and reporting formats as per work order
 6. Review, monitoring and submission of various reports as per format of sanctioning  agency As above This includes field visits and travel, stay and administrative overheads of CESIS.
7. Developing and launching empanelment, registration program of services providers for implementing organization Minimum Rs 1 Lakh or 2% of prospective project cost/anticipated turnover out of such an exercise for which empanelment program is proposed Includes, policy formulation, category differentiation, methodology and generation of revenue for client as registration charges.(if client wants)
8. Drafting MoUs bilateral, tripartite or among multiple stakeholders with specific roles, responsibilities etc. Rs 15,000 Lawyers vetting charges not included
9. Designing training module in entrepreneurship, soft skills with details of prospective resource persons Rs 20,000 for 2 days module maximum Rs 1 lakh for one month module

 

 Actual professional charges after discussions with registered clients shall be finalized.
10. Designing course ware and marketing collaterals. As per the project and mutual discussions  
11. Establishment of employability, entrepreneurship cells at academic campus ( only part mentioned at Sr No.1) Rs 25,000  
12. Preparation of ED Cell action plan, stakeholder participation and handholding till sustenance. Rs 25,000 per month

For outside PMC/PCMC travel and stay charges extra 

 This includes weekly visits and counseling support for defunct cells, devoid of funding support and industry participation.
 13. Writing approach paper, concept paper and preparation of potential document for collaboration Rs.7,500 This includes all agencies like PSUs, R & D and corporate entities requiring network for expansion.
 14. Action Plan for visibility of project, sensitization, Information, Education and communication Rs 10,000 Agencies wanting to go to masses for expanding outreach of services, products etc.
 15. Visits to different offices for submission, interaction and follow up for the progress of sanction, required compliance etc. within PMC/PCMC area.

In case time required is more than 3 hours full man day cost will be charged which is Rs 10,000.

In case of outstation visits man day cost plus expenses towards lodging/boarding and local conveyance.
 16. Registration as VTP under MES/SDI documentation, counselling on selection of sectors and co-ordination for inspection 10,000  
 17. Registration with NSDC under PMKVY and identification of sectors for skill training and completion of process, coordination for ToT and inspection by SSCs. 25,000 Up to 2 sectors additional Rs.10,000 per sector extra
18. Registration for CSR projects and submission of application. 25,000  
19. Formation Project Co-ordination Unit 10% of sanction order This includes communication, coordination with sponsors, field visits, preparation and submission of documentation etc.
20. Formation of Project Monitoring Unit 10% of sanction order This includes compliance to terms and conditions of sanction order with respect to quality, deliverable and field visits and sponsors requirements.
21. To plan, conduct, co-ordinate and document training /capacity development program 20% of net sponsorship amount or revenue generation Advt. and cost towards mobilization of participants extra.

Terms and conditions

Terms and conditions:

  1. The services can be availed subject to completion of client registration/empanelment process with non- refundable annual registration charges.
  2. The registration categories include students pursuing graduation, PG and having an entrepreneurial appetite, educational institutes, NGOs in different sectors, MSMEs and corporate agencies. Details of categories with annual registration charges (are) mentioned in the table given below.
  3. Nodal agencies of State Govt. / Central Govt. and Union territories and their district/regional offices can also get registered with mandate of entrepreneurship, skill development and vocational education. Line offices having physical and financial target and autonomy to mobilize local resources for the same.
  4. The charges are excluding statutory taxation applicable from time to time as per the orders of Govt.
  5. The service charges include activities till completion of official formalities and documentation and not charges that are required to be paid to agency according recognition. These official charges include application fee, processing fee and deposit which is refundable .The MoU will indicate the pattern of income sharing in case of non- sponsored projects.
  6. The company will strictly adhere to the role committed in the beginning of assignment, however due to factors beyond the control and work ethics, the same will be brought to the notice of client to complete the activity.
  7. Payment terms for assignment:
    1. An advance of 60% with work order
    2. Second installment of 20% after first draft submission and approval by the client.
    3. Last installment of 20% within one week of submissions indicated @ sr.no.2 and submission of acknowledgement by Govt. Dept. /organization or prospective sponsor.
    4. Empanelment with CESIS, India is mandatory and non- refundable annual registration charges are extra as per category of service seeker.

The company is in process of collaborating with national level Entrepreneurship Development and Skill Development resource centres for collaboration and implementing certification programs for developing trained resources in this field.
9. Educational Institute 10,000/- Academic organizations with desire to set up Entrepreneurship/I Development /Employability Enhancement Cells, innovation and incubator interventions.
10. Corporate House, CSR wing/foundation 10,000/- Corporate organization with CSR wing and policy to support job generation projects etc.
