Introduction

Introduction:

Centre for Entrepreneurship, Skill and Incubation Services (CESIS) OPC Pvt. Ltd. is a company promoted by passionate Entrepreneur Trainer Motivator Shri Diwakar Keskar under Companies Act-2013. India in last decade has witnessed tremendous awareness about entrepreneurship, skill development and essentiality of innovative approaches in addressing challenges faced by the nation.

Govt. of India has formed new Ministry of Skill Development and Entrepreneurship in 2014 and almost all State Governments also have changed the policy from Govt. as job provider to Govt. as facilitator of job generation by promoting entrepreneurship and creating conducive environment for launching entrepreneurial ventures.

Mission Skill India is targeting to impart skills to 500 million by 2022 in almost 40 industry sectors. Maharashtra has target of 45 million to be skilled by 2022. The entire target is to be achieved by affiliated Training Partners either under State Skill Development Society (SSDS) or respective Sector Skill Councils (SSCs) for various industry groups functioning under National Skill Development Corporation (NSDC).

India has announced 2010-20 as Innovation Decade and National Innovation Council has been formed to collate, promote and nurture grass root innovations impacting the living standard of masses. The Incumbent Govt. has also announced Start up India & Stand up India programs primarily to promote innovative projects & boost entrepreneurship from underprivileged classes as well as women in India.

Most of these entrepreneurs need non-technical incubation services as they cannot afford to waste time in running from pillar to post for completing the formalities essential for deriving benefit of public resources.

Background

Background:

The Founder-Director CESIS has long experience of 3 decades in entrepreneurship, livelihood, vocational education and skill development and has travelled widely in the capacity of Head Operations, Monitoring and Evaluations/Impact Assessment for different projects in employment generation funded by Central/State Ministries and organizations under their aegis. He has also been associated with projects funded by European Commission, International Fund For Agriculture Development, World Bank etc.

The Project Implementing Agencies (PIAs) and expert professionals associated with all such projects addressing the challenge of employment generation face acute need of service provider who will ensure the compliance of sponsor and build the brand image of outsourced agency towards documentation, promptness, quality delivery leading to final outcomes.

Not PIAs but even the direct end users/ skilled youths or trained would be entrepreneurs of the project also need post training escort services to ensure the conversion of dream into reality which may be decent employment or establishment of entrepreneurial venture. The Website Empanelment Policy-2020 CESIS deals with the challenges faced by all potential development sector players as well as existing players and professionals who need association with projects to deliver the skills and contribute for this national challenge of employment generation.

Scope of prospective association

Scope of prospective association:

The CESIS India shall address all issues pertaining to institutions in development sector not only addressing national challenge of job generation but all other challenges faced by underprivileged rural, tribal and underprivileged masses. These challenges are accepted by the Govt. in United Nations Development Program’s (UNDPs) convention as Sustainable Development Goals (SDGs) to be accomplished by the end of year 2030.

Founder-Director CESIS has been associated with Govt. Departments, Educational Institutes and is engaged as Subject Matter Expert (SME), Advisor in the areas of Skill, Entrepreneurship Development, and Innovation and Incubation services.

It is observed that although there is scope for mobilizing financial resources from various sources like public and corporate entities the institutional players do not have required manpower and skills to complete the formalities as per norms of sponsoring agency. The association with CESIS in category where the core competence of individual expert of institution lies shall explore possibility of either getting financial resources or getting networked with institutions/individuals who have secured the project and lack delivery mechanism.

Based on the annual action plan and resource mobilization strategy the company will submit the proposals and secure financial assistance from Govt. or private entities. The company may or may not get any project or can decline some projects as well if found outside the mandate. In such eventuality the empaneled service provider in any category may not get any assignment. The main objective of the policy is to accept and record the willingness of different service providers in skill, entrepreneurship and innovation/incubation ecosystem.

The company does not guarantee award of any work contract or assignment after getting empaneled. The annual registration charges are accepted to meet the overhead costs of the company and hence are not refundable.

The empanelment policy categorizes individual experts and institutions with mandate in the field of entrepreneurship, skill, vocational education, innovation and incubation all targeted to enhance income levels either through salary or self-employment and entrepreneurship.

Empanelment with CESIS OPC Pvt. Ltd. is granted in two categories of Individual Experts and Institutions:

  1. Guest Faculties for soft and entrepreneurial development inputs (with background of Finance, Marketing, and Technology Transfer etc.)
  2. Technical experts for imparting hard skills (without own infrastructure)

  5. Professional with qualifications like CA, CS, ICWA, LLB able to render services in company formation, project finance, various mandatory compliances etc.

Methodology of empanelment process

Methodology of empanelment process:

  2. Duly filled in application forms with all necessary attested documents proving credentials claimed in the application form be submitted by mail/speed post to CESIS office.
  3. Based on submission of documents and eagerness to work together the Founder-Director Shall hold in person discussions and prepare the roadmap.
  4. It is an open ended process and outsourcing the project work or executing the assignment if outsourced is not binding on either party.
  5. Orientation meeting for CESIS and exploring opportunities for all empaneled experts and institutions shall be scheduled in different phases.
  6. The period of empanelment shall be one year from date of making payment to CESIS OPC Pvt. Ltd.
  7. Once empaneled, all existing projects with the company or prospective ones shall be shared with possibility of further joint/collective opportunity exploration.
  8. Guest faculty in soft skills/entrepreneurship inputs to submit synopsis /presentation with documents of academic credentials.
  9. Technical trainer individuals and institutes to submit copy of course material for the proposed trades of empanelment with CESIS OPC Pvt. Ltd.
  10. Educational Institutes/NGOs to submit reports/documentation of projects executed in the field of entrepreneurship, vocational and skill development area.
